Alberta Innovates – Health Solutions: 2014 to 2017 business plan [2 MB PDF]

Our 2014 to 2017 plan builds on previous plans, but emphasizes our shift from a model of passive investment to that of strategic investor, collaborator and evaluator. We will continue to develop and implement activities, strategies, programs and initiatives to meet its roles and mandate – primarily through continued alignment with Alberta’s Health Research and Innovation Strategy (AHRIS) – with a new strategic emphasis on accelerating the creation and uptake of research evidence to support health and health system effectiveness, quality and efficiency.

The report provides a historical record of evaluation capacity assessments conducted nationally, and the early results of a multi-phased project to assess evaluation capacity in the local CES Chapter. Opportunities to enhance evaluation capacity and the profession are identified. A repository of evaluation network resources is listed in the report to facilitate engagement. Evaluating Outcomes of Publicly-Funded Research, Technology and Development Programs: Recommendations for Improving Current Practice (2015) [2 MB PDF]

AIHS Performance Management and Evaluation (PME) staff co-authored a paper with the American Evaluation Association Research, Technology and Development (RTD) Topical Interest Group (TIG).

The purpose of this paper is to engage a broad audience – including managers of RTD programs, RTD program design and evaluation professionals, and government decision and policy makers – in a dialogue about current RTD evaluation practice (including performance measurement) and how it might be further improved. Improvement will come in part from the establishment of a consensus on a common evaluation language and practice that is broadly implemented within and across publicly-funded RTD programs. The larger objective of this paper is to improve RTD evaluation so as to be better able to inform RTD program improvements and, in turn, contribute to improved program outcomes.

The purpose of this report is to present the findings of the Reciprocity Pilot – a project facilitated by Alberta Innovates-Health Solutions under the auspices of the Alberta Health Research Ethics Harmonization (HREH) initiative. The Reciprocity Pilot was designed to test and refine an agreed upon set of processes for reviewing human health research ethics applications that require review by more than one of the six Health Information Act (HIA)-designated research ethics boards (REBs) in Alberta.

A Strategy for Moving Forward – Alberta’s Health Research Ethics Boards [487 kB PDF]

In July of 2009, the Council of Chairs of the Health Research Ethics Boards (REBs) of Alberta agreed to increase the “alignment” among the six health REBs in the province. They led this initiative based on their collective expertise and current roles across Alberta’s health research ethics review processes. As a step in the alignment objective, the Chairs agreed to examine the potential for the use of a common electronic administrative support tool. The Chairs also agreed to the need to establish a strategic direction for health research ethics review in the province. Alberta Innovates – Health Solutions (funded by the Alberta Heritage Foundation for Medical Research Endowment Fund) was approached to provide secretariat services and to facilitate the project. The resulting work is reported in this document – a strategic plan for moving forward with alignment of health research ethics review in Alberta.
